Definition and Purpose

Shared governance is a collaborative model in which all stakeholders have the opportunity to participate in meaningful dialogue that leads to the adoption of policies, procedures, and institutional priorities, including those that affect resource allocation. Shared governance shapes the College's direction, ensuring its mission is fulfilled. For shared governance to function effectively, the authority and responsibilities of all stakeholders must be clearly defined and well understood, in accordance with Northwest Commission on Colleges and Universities accreditation standards. Key principles of shared governance include collaboration, communication, accountability, transparency, and responsibility.

The principles of shared governance should guide decision-making at the College; however, some decisions fall outside the shared governance structure, including but not limited to personnel actions, legal and regulatory compliance, and emergency incident response. These include individual and internal departmental and division processes for carrying out day-to-day work.

Whenever feasible and appropriate, input should still be solicited from the relevant stakeholders.

Stakeholders

Students

Students are the reason we exist. We value student participation, input, and expertise in the shared governance process. AS黑料社 and other student clubs and organizations provide opportunities for students to participate through membership and by bringing forward proposals and ideas.

Employees

With their unique insights and expertise, 黑料社鈥檚 employee stakeholders assist, among other things, with formulating the Administrative Policies and Procedures in which they have a direct and reasonable interest.

Classified and Exempt Staff

Classified and Exempt staff have key roles at the College that support the mission. They provide a variety of support and administrative services affecting all aspects of the College's operational and educational activities.

Faculty

The faculty's role is key to the College's efforts to carry out its mission of serving students. Faculty perform that role not only in classroom and laboratory instruction, but also in curriculum development and approval, consultations with students, and other forms of student engagement, and in a variety of other ways.

President and Administration

According to Board policy, the president has the authority to delegate responsibility for various college operations to other college personnel, including but not limited to members of the administration (vice presidents, deans, and directors). The president leads the administration, and in conjunction with the Executive Leadership Team, has primary responsibility for the College鈥檚 day-to-day operations.

Board of Trustees

The Board of Trustees is the legally constituted authority for 黑料社. The Board holds fiduciary and other responsibilities for various aspects of the College, including setting the mission, goals, and objectives; selecting and regularly evaluating the chief executive officer; adopting board policies; and approving institutional priorities and budgets. The Board delegates authority to the president and receives recommendations from the president in conducting much of its business. Per Board policy, the Board follows a policy governance leadership model that encompasses outcomes, college governance, board-staff relationship, and executive limitations.

Bargaining Units

Bargaining units at 黑料社 represent their members regarding salaries, benefits, and working conditions. Faculty and classified staff are the stakeholder groups at 黑料社 with bargaining units. Both units have significant representative roles in shared governance through the Governance Council (faculty) and the Union Management Communications Committee (classified staff), as evidenced in their respective Collective Bargaining Agreements.

Representative responsibilities for shared governance are assigned as follows:

  • Associated Students of 黑料社 (Students)
  • Executive Leadership Team (Administrators)
  • Governance Council (Faculty)
  • Head Start (Policy Council)
  • Operations Council (Exempt Staff)
  • Union Management Communications Committee (Classified Staff)

Governing bodies play a significant role in developing and approving Administrative Policies and Procedures, among other shared governance topics that may vary by representative group. 

Governing bodies do not address the functional responsibilities covered under 鈥淥ther Decision-Making Groups鈥 or 鈥淏argaining Units鈥 described in this policy.

In addition to the shared governance bodies listed above, all faculty, classified staff, students, exempt staff, and administrators are eligible to participate in institutional effectiveness monitoring through membership on Monitoring Report Review Teams. Review teams play an essential role in institutional planning and in developing college priorities, which can impact resource allocation.

Other Decision-Making Groups

In addition to and in consultation with the governing bodies identified in the previous section, numerous other decision-making groups support the College's operational responsibilities. Wherever and whenever possible, decisions are made at the lowest level, with input from relevant stakeholders, to ensure the timely and efficient delivery of services to students. Each group is responsible for maintaining a membership list and bylaws/procedural templates, in compliance with applicable state rules and regulations. In accordance with 黑料社 Administrative Procedure 101.A, a current list of governing bodies and other decision-making groups shall be maintained on the 黑料社 website, along with pertinent information about each group.
